Police clearance certificates: Thailand, Australia and the translation step

Short answer

A police clearance certificate records the result of a criminal-history check held by the police of one country. In Thailand it is issued by the Police Clearance Service Centre of the Special Branch Bureau, Royal Thai Police; in Australia it is issued by the Australian Federal Police. When the certificate is lodged with an Australian authority and is not in English, it must be accompanied by a translation in the form that authority requires — for documents translated in Australia this normally means a translation by a NAATI-certified translator.

What it is

  • A search of the criminal-history records held by the issuing country only; it says nothing about records held elsewhere.
  • A statement of status as at the date of issue, so receiving authorities set their own validity window.
  • Issued to the person concerned, or to an authorised representative under the issuing authority's conditions.

What it is not

  • Not a guarantee that a visa or licence will be granted — that decision rests with the receiving authority.
  • Not a way to amend or erase a record; corrections must be requested from the issuing authority.
  • Not a certified translation — the certificate and its translation are two separate steps.
  • Legalisation by the Department of Consular Affairs does not replace the NAATI translation that many Australian authorities require.

Applications are lodged with the Police Clearance Service Centre, Special Branch Bureau. The applicant provides identification, passport, and any supporting documents the Centre lists for the purpose of the request, and fingerprints are taken through the channel the Centre specifies. Applying from outside Thailand

Applicants abroad usually have fingerprints taken by the local police or at a Royal Thai Embassy or Consulate, then submit the set to the Police Clearance Service Centre through the channel it publishes, either directly or through an authorised representative in Thailand. Confirm the accepted fingerprint form and posting address with the Centre before taking prints.

Australian police checks (AFP)

An Australian National Police Check is issued by the Australian Federal Police. Where an immigration application requires it, the AFP publishes the correct check type and purpose code to use; selecting the wrong purpose code is a common cause of a certificate being rejected. Apply through the AFP's own service and follow the code stated by the requesting authority.

Translating the certificate

A Thai certificate lodged with an Australian authority needs a full translation: header, reference number, the body text, every stamp and signature block, and any annotation on the reverse. Names must be spelled exactly as in the passport across the whole document set. Where the authority requires NAATI certification, the translation is delivered as a PDF carrying the translator's NAATI stamp and signature.

Step by step

  1. 1. Confirm what the receiving authority asks for

    Read the authority's own instructions: which country's certificate, how recent it must be, and which translation standard is accepted. Requirements differ by visa subclass and by assessing body.

  2. 2. Apply to the issuing police authority

    Thailand: the Police Clearance Service Centre, Special Branch Bureau. Australia: the Australian Federal Police. Follow the current forms, identification requirements and fingerprint process each publishes.

  3. 3. Check the certificate on receipt

    Verify the spelling of your name, date of birth, passport number and the issue date before it is translated. An error found later means reapplying to the police authority.

  4. 4. Have the certificate translated

  5. 5. Add further certification only if required

    Some destinations also require legalisation by the Department of Consular Affairs and then by their embassy. Only add these steps when the receiving authority asks for them.

Common mistakes

  • Requesting the wrong AFP check type or purpose code for an immigration application.
  • Lodging a certificate that is older than the validity window the authority allows.
  • Translating only the body text and omitting stamps, the reference number, or notes on the reverse.
  • Name spellings that differ between the certificate, the passport and other documents in the set.
  • Assuming consular legalisation replaces a NAATI translation — for many Australian authorities it does not.
  • Missing a country: Home Affairs generally expects certificates from every country of long-term residence.

How long is a police clearance certificate valid?

There is no single answer. The validity window is set by the authority receiving it, not by the police force issuing it. Check the instruction published for your visa subclass or registration application.

Do I need a Thai certificate as well as an Australian one?

Australian authorities generally require a certificate from each country where you have lived for a cumulative period stated in their policy. If both Thailand and Australia fall within that rule, you need both.

Can someone apply on my behalf while I am overseas?

The Police Clearance Service Centre publishes the conditions for authorised representatives, including the power of attorney and identification required. Confirm the current conditions before appointing someone.

Does the translation need to be certified?

For Australian authorities, translations produced in Australia are normally required to be by a NAATI-certified translator. Translations produced outside Australia must carry the translator's full name, address and qualification details in the form the authority specifies. My certificate shows a record. What should I do?

The translation reproduces exactly what the certificate says — nothing is softened or omitted, and a translator who offers to do so should not be used. How a record affects an application is a legal question for a registered migration agent or lawyer, not for us.

Do I need police certificates from other countries too?

Australian character requirements can extend to every country where you have lived for a cumulative period, commonly twelve months or more, in the last ten years. A police certificate is an official record issued by a police authority about an individual. A background check is a broader private due-diligence exercise — corporate records, litigation searches, directorships and public filings — and it carries no official status with an immigration authority.

Police clearance steps and what to prepare

A Police Clearance Certificate has a short usable life, so plan for it to be issued as close to lodgement as possible.

  1. Step 1: Confirm the destination's rules

    Check which issuing route the destination accepts and how recent the certificate must be.

  2. Step 2: Prepare identity documents and fingerprints

    Gather passport, ID card, house registration and photographs; if you are abroad, have fingerprints taken at an embassy or local police station.

  3. Step 3: Lodge the application

    Lodge in person or through an authorised representative with a power of attorney, and keep the receipt for follow-up.

  4. Step 4: Translate and legalise if required

    Once issued, add a certified translation and legalisation where the destination authority requires it.
